Allowing set of users to login into openid client

Hi, We are using gluu for our application development where we want to use SCIM api with restricted access to set of users. We looked into UMA for it but couldn't find anything which can help us to achieve the same. We know that we can allow access to SCIM api to a specific openid client which is registered in gluu using UMA but how to restrict any other user to use that specific client for login.
Gluu 4.2.3 Ubuntu 18.04
