Can't add MetadataFilter

When I try to add Federation with public key it should show me to config MetedataFilters for configuration. But they aren't show me: https://ibb.co/7R52Tdq I have to enter MetadataFilter type="SignatureValidation". Tried to enter manually in metadata-providers.xml, but after restart Filter is not there
