That's as expected. Without using custom authentication scripts you can authenticate either against backend directory, or Gluu's internal one. So after you configured CR and it pulled your users into Gluu, but before changing your authentication settings, you had to add some user from your backend to "Gluu Manager" group in Gluu, to make him/her a new admin.
You can check [this article](https://gluu.org/docs/faq/troubleshooting/#revert-authentication-method) on how to reset authentication settings. Reinstalling is another option.
