As a docker user that already have my infrastucture I find it surprising to install a python app that will manage my cluster (with weave and consul). I think it is nice that you provide a script that does everything, it is IMHO useful only to the non docker user. I think it is surprising for all docker users. So it would be really good to have a set of instructions to setup a dev environment with just docker commands (or even better a docker-compose file). Let me know if I can help on the process.
