gluu server 4.0claims it has cpacity problem

The gluu web interface fail to start. the serve​r is temporarily unable to service your request due to maintenance downtime or cpacity problem. even though the ps -ax shows it has all the space and power to run. please advise, does this install has bugs.

Couple of questions: - Are you using Cloud servers or local machine or local VMWare instance? - How much physical memory and CPU? - How much disk space? - What ldap server you are using? OpenDJ or Couchbase ? >> due to maintenance downtime or cpacity problem. We need to know what does 'capacity problem' actually means. >> does this install has bugs. No.

local machine install, not working. i did a similar install 3.5 on a different VM , which worked fine.
