Error getting to GLUU web page

We are occasionally getting this error when we connect to the GLUU web page: DocumentRoot "/var/www/html/" ServerName sso.kdaenterprises.com:443 Forbidden You don't have permission to access /identity/ on this server. At the same time we see this in the Apache error log: [Wed Dec 16 15:05:13.901957 2020] [evasive20:error] [pid 31841:tid 139954529236736] [client X.X.X.X:41400] client denied by server configuration: proxy:http://localhost:8082/identity/ This causes an outage for our GLUU server. Any idea what is happening here?

Gluu Server 3.1.6 has reached it's Community EOL already.
