Does the oxAuth or oxTrust package contain the Shibboleth Service Provider (SP) as well as the Shibboleth Identity Provider (IdP)?

No. It contains only the Gluu IDP. If you need an SP for inbound SAML authentication, you can use the Passport-JS feature which has an excellent SAML strategy. Check the GLuu docs under user authentication. ALso, there is an even simpler SAML authentication script which will work if you need to support **one** inbound SAML IDP.
