Unable to add a resource in UMA Resources

When I click on 'Add Resource Set' button under Admin Dashboard>UMA>Resources I'm able to see the add resource details screen but there is no option/button to Add Resource like I have Add Scope, Add Client there..! See the snapshot [here](https://pasteboard.co/IAZRRqU.png)
